The development of probationary firefighters is one of the most important responsibilities of field Captains.  Integral to this development are on-going evaluations.  The "Probationary Firefighter Monthly Evaluation" instrument is an important part of this process.

 

The "Probationary Firefighter Monthly Evaluation" instrument is a Behaviorally Anchored Rating Scale (BARS) designed (a) to assist probationary firefighters obtain accurate self-assessments of their development and (b) to provide the Captain-evaluators with behavioral descriptions for consistently rating probationary firefighters on job-related dimensions.  Specifically, the BARS instrument is divided into four dimension clusters:

·                    Emergency Duties & Training

·                    Fire Prevention/Public Relation

 

Each dimension cluster is delineated in more specific sub-dimensions.

 

The probationary period requires a commitment by both the probationary firefighter and their Captain(s). Probationary/apprentice firefighters must be committed to become competent firefighters and Captain(s) must be committed to managing the probationary firefighters' development.  Thus, it is essential for you to understand thoroughly this and other related instruments as they contribute to the development process.

 

The evaluation will be given in a straightforward manner emphasizing the acceptable as well as the unacceptable aspects of performance and behavior. The Captain(s) must provide specific descriptions of observed and/or demonstrated behaviors on incidents (provide incident number), during drills and interactions with others to justify the given rating.

 

It is the responsibility of the station captain(s) to evaluate each probationary firefighter on a monthly basis and submit this evaluation form through channels to the Director of Training.

Typically fails to anticipate obvious requirements or contingencies; typically fails to recognize or deal with major problems; sidetracked by irrelevant problems. Easily flustered in a fluid environment. Does not volunteer or does so ineffectively or superficially.

 Inconsistent in being self-motivated. Occasionally needs prompting; does not originate ideas or actions. Occasionally fails to contribute to the problem-solving or decision-making process. Occasionally fails to seek clarification of obviously unclear guidance. Tends to wait for instructions when he/she could act in the absence of guidance.  Inconsistent in response toward training and emergency activities. May lack enthusiasm and/or initiative for drills or emergency operations. Makes insufficient effort toward areas needing improvement. Has trouble following or remembering standardized operating procedures.

 Consistently demonstrates a satisfactory response toward training and emergency activities. Takes the initiative when appropriate, and is open to suggestions. Understands and follows standardized operating procedures. Works to improve known weak areas without being told.

 

 Consistently demonstrates a response that is positive and above the standard, toward training and emergency duties. Understands and follows standardized operating procedures. Eager to learn all relevant aspects of emergency operations. Enthusiastic and consistently takes the initiative, when appropriate, at emergency incidents.
